TIP SHEET: PLACARDING FOR BULK SHIPMENT RETURNS

This blog post covers practical tips for staying in compliance when returning bulk shipment tank trucks or railcars.

WHY THIS MATTERS
Before releasing an empty railcar or tank truck, it’s critical to verify that the correct placards are in place. Using the wrong placard can create confusion for emergency responders, trigger unnecessary regulatory requirements, and result in substantial penalties. This quick guide will help you confirm the proper placard every time.

IF YOUR SHIPPING PAPERS SAY:

  • UN 2903
  • PESTICIDE, LIQUID, TOXIC, FLAMMABLE, N.O.S. (1,3-Dichloropropene)
  • 6.1 (3), PG II

PLACARD TO USE:

  • POISON placard cited in 49 CFR §172.554
  • Must be on all four sides of the tank car or bulk containers
  • Identifies toxic hazards for emergency responders
  • Required for all bulk TELONE™ by Teleos shipments and tanks

DO NOT USE IH PLACARD

  • Inhalation Hazard (IH) – 49 CFR §172.555
  • Indicates an acute inhalation hazard and triggers extra DOT
  • requirements, security plans, routing, etc.
  • These additional rules do not apply to TELONE™ by Teleos
  • Incorrect placarding can result in substantial penalties
  • Can mislead first responders in an emergency

BEST PRACTICES FOR COMPLIANCE

  • Check that shipping papers match UN number and hazard class
  • before placarding
  • Inspect placards: must be clean, legible, and securely attached
  • Remove/cover outdated placards before releasing a car
  • Ensure all personnel handling placards have current DOT hazmat training
